This is Barbie's Mod Ice Skating ensemble, updated from Ice Breaker #942 (1962-1964). It is a bright red velvet skating dress with furry white fleece trimmed sleeves and around the hem. Her matching red hat and mittens are also trimmed in furry white fleece. The tights are a red sheer pantyhose with red panties.

The ensemble is fairly easy to find - the pantyhose, mittens and hat are much harder to find than the skating dress.
